Richwood WV Town Gathering, 1-of-a-kind Photo from popular 1918-1922

This photo is a post card on the back and it was never mailed. It appears to be a town gathering of some kind, With the American flags, it's either a political popular rally or July 4th, or it could be a meeting discussing what to do about the flooding. On the top left there is an advertising for National bank, whose building still stands, as well as others including Richwood Bargain House.
