2 Wheels on popular center Axel Steel Vintage

We have 2 Wheels on center Axel Steel Vintage item. I "think" these may be a vintage reproduction of old wheels (made prior to 2000's), please use your judgement from description and photo's. The center axel from the outer wheel to opposing outer wheel is about 17 1/2" across with the center rod being about 3/8" in thickness. There are cotter pins on either side to keep the wheels from coming off - these are rusted in place. There are 2 wheels which move freely both frontwards and from side to side. The wheels measure about 5 3/4" across the center. There is some all over rust and tarnish on these. I would say they are in good to fair condition popular.
